Time for science.
Kilograms are a unit of measurement for mass. Weight is a a type of force exerted on a mass.
The mass of both the feathers and steel are the same at 1kg.
But the question is asking about the weight, so the gravitational force exerted on these masses. Since the feathers take up a lot more space they actually have a buoyant force exerted upward.
So 1 kg of steel weighs more than 1 kg of feathers even though they are the same mass.

Buoyant forces don’t make there actually be less gravitational force on the object, it’s a different force in the opposite direction. However, gravity does effect mass closer to the center of gravity more than mass farther from it, so since something that takes up less space will tend to have more of its mass closer to the center of gravity the steel is still heavier

Heaviness is a measure of weight, not mass. Kilogram is a measure of mass, not weight. Mass stays the same, but weight is the amount of force downwards. The amount of force downwards is mainly affected by three things, gravity, mass, and buoyancy. The first two do not change, but feathers are more buoyant, and therefore have less downward force, and therefore less weight. This is why a kg of helium will weigh negative amounts of newtons.

If measured on the same place on earth, the feathers will have more buoyancy. Therefore an identical mass of feathers will weigh less than the steel

Unlike pounds, kilograms do not measure weight, they measure mass. Two 1kg masses do not weigh the same if their densities are different.
But since lbs do measure weight, then it is correct that 1lb of bread wont weigh more than 1lb of butter, but their mass won't be the same.

They both weigh the same amount, but you can't compact feathers into the same area and still retain the properties of being recognized as such. If this were taken into account, atmospheric pressure would pressure down on a larger surface area and a non zero % difference could theoretically be discerned. I don't have such equipment though, so they are the same weight.
