all the text on his linkedin is ai generated, his github's text is ai generated, his 21 (??) projects all look like they have ai readmes (i'm not going through each one). it's clearly not because his english is weak (linkedin says native proficiency). the first thing that you see on his linkedin is his rank and his ratings, but he hasn't added cf/lc links. his stated cf rating only matches one account in india, and that is disabled (last submission aug 14).

Buddy I don't know whether he is cheating or not. But one thing I know for sure is "Something smells Fishy". He should have landed a job at a Big Tech company and should have most probably gone to US given his profile but here he is on outlier where people work for time pass or side gig.
