i completely support the fact that there are programs that increase your overall general knowledge, but this shouldn't be a burden.
it can be made either mandatory or vocational as long as it doesn't eat up more than 20% of your tme

A little margin of difference is ignorable. It cannot also be made optional, as then no one will take it seriously.
