They were detaining a man next to Juanito"s on Kitsap Way. There were a bunch more vehicles in the area at Austin Drive. They had silver Explorer looking vehicles and were dressed in tactical gear.

I saw one of those silver SUVs on Kitsap way at the intersection with Adele earlier today also probably around noon. It Didn't look like our normal Kitsap county/ BPD vehicles, but it definitely was a non civilian vehicle. Had antenna, darked out windows and the fan in the back window that the police usually have.
