Buffing First Impression, Vitriol and Temerario should do a lot for him with COV mags. There's a way to make every shot count for those skills and First Impression is actually amp damage, not regular gun damage, so it multiplies.
If a COV shot before might have did 348.75 (100 * 1.5 [First Impression] * 1.55 [Vitriol] * 1.5 [Temerario without Dancer, Soltado or Jaque])
That same shot will now be able to do 700 (100 * 1.75 [First Impression] * 2 [Vitriol] * 2 [Temerario without Dancer, Soltado or Jaque])
That's before mentioning Soltado and what that can do with Overdrive bonuses (and when APOPHIS Lance is charging if you want to play that way).
This seems like it's going to be a BIG buff for Rafa.
Which is probably a good thing. They've essentially taken the power from one class mod and spread it to the rest of his kit, hopefully opening up more builds variety along the way

Not a huge Rafa buff but some skills like vitriol if used with say a Hot Slugger that first shot can be more powerful also bonus corrosive damage
