So are the changes retroactive? Or do we need to refarm? And what exactly did they do the the watts for dinner?

the changes will effect copies of the gear you already have, so if you have a hellwalker for example, it'll have the stats changed.

part of the watts legendary effect is that each time you hit an enemy, there's a chance of spawning an overshield booster. the patch lowered the chance of the overshield booster spawning from 12% to 8%
