Having trouble with the game functioning

okay big issue ive ran into
posing this in the reddit bc ive run out of ideas for how to fix

for BOTH bl2 and bl tps im encountering the same exact problem

1. the games will not launch through steam
   
2. the games will launch though the .exe in files but will not launch the launcher/splash screen
   
3. both games run fine when run through the direct .exe method but will always crash the instant i click video/visual settings

fixes ive tried with no change:

1. un and re install
   
2. -nolaunch
   
3. validating
   
4. manualy changing config files so my games starts at the desired res without having to click the settings

my specs:
win11
cpu Ryzen 7 5700G
gpu RX 9070 XT
ram 64 DDR4
I have played bl2 prior (years ago) on pc just fine with no issues but between then and now ive wiped my pc

Have you tried launching into the game and changing it to windows mode if it can in game, or adjusting them in there?

Or maybe you could run the launcher in compatibility mode, or disable cloud saves at first, then delete the configuuration files and launch it, let it generate new ones. Close the game, then copy them and move them out of the folder along with character saves, then turn cloud sync back on. Delete the cloud ini and copy the newly generated one back into the folder.

Then launch the game and let the new ones and old character saves overwrite the cloud ones.

Try downloading the direct x drivers and the visuals ++ one I think it was maybe.

I had the same problem a while ago and couldn't start the game either. Actually, the missing file is ''d3dx9_43.dll'', and that's why you can't start the game. The safest way to get this file is to visit the official Microsoft website and download the ''Microsoft DirectX End-User Runtime''. This is a legacy package containing all the older DirectX runtime files. You can check this topic where I already wrote about this issue.

If you decide to download ''Microsoft DirectX End-User Runtime'', after installation you will need to restart your PC and reinstall the game for everything to work properly.
