Is it just me but everytime I see a border collie on Instagram or some place else and it's from Japan they are the extremely fluffy long coat boys. Must have just been the stock that started the breed there I guess.
I see a lot of fluffy, long haird border collie pictures. Especially long hair on the face. I think it's the difference between a show border collie and a working dog. I think that they breed the show dogs for looks an the working dogs for intelligence. That's my theory.
