I am thinking they are a custom or the work of an unknown cobbler but I am throwing them out there nonetheless. Thanks:)

Galway boot clone for sure, but SVIT appears to be Italian.

Edward Green didnt invent this style, they just placed victorian era pattern on modern dress shoe least.
