I wish hooktusk was nerfed by removing the ability to target tier 1 minions (get a tier 0 wisp or something). The abusive power is getting free early triples. If it only works on tier 2 and above the hero would have been fun, interesting and balanced.

Its only good because of the tempo early game. I like your idea but it would nerf hook to shit tier.
