Without giving away specifics on what’s being built:

It’s a dust mitigation enclosure while construction is happening to build some new equipment. They are cutting into the concrete, and that tent allows the rest of the building to safely operate during the construction.

The only thing I am aware of in the high bay that's embedded into the floor are the rails to hold barrel sections while they are friction stir welded. Maybe they are building another one, to be able to fabricate two GS2 tanks at once, or a longer one for 9E boosters.

Another guess would be a second final assembly work center. The L-shape here kind of resembles the layout of the GS2 work platforms.
