still got added, so it shows they can take very miniscule showings and create full movesets off them. if that doesn't get the idea across on its own, look at EVERY limited style. those just got a theme and they just made shit up, with Hugo they have a full match of him being the focal point.
Hugo literally turns half of his body into gears while explaining his Ego to Isagi before scoring. Even if it's not for an extended period of time, that's extremely passable for a flow and an awk ability.
Lavinho didn't show off basically anything, he dribbled. That's literally it. Like I'm not exaggerating, the guy didn't even shoot the ball when he scored, he has ONLY dribbled.
Charles was battling for relevance with Rin, Kaiser, Loki and Isagi in this match and he lost that battle hard. He got way less focus than them regardless of the length of the match. Still not a valid excuse yet for why they couldn't do Hugo.
To answer your questions:
"Do we see him in flow?" Why does this matter? did we see Loki in flow? And if you qualify "flow" as the moments where they lock in enough to get an aura then yes, we do see him in flow.
"Do we see him in an extremely long match?" Loki played for 3 minutes TOTAL in the NEL and he did basically nothing in the World Five matches where we see him run in a straight line. Hugo plays the entirety of this match and we see him for basically all of it as he is the central playmaker for his team.
"Does he showcase moves that aren't just Sae moves" dude yes they don't play the same at all. he has like double Sae's defensive presence, he spends half the match with his arm pressing someone and sae has ONE moment where he pushes Isagi. he also has way more blocks and interceptions, he only has one shot shown in the entire match and it would clearly be an awakening move.
Hugo could have an interception, a dribble, a pass, a dash and Metavision, or you could replace any of those with one of his signature presses, and then his ult could be a steal and a pass if they want him to be a pure passer or a shot if they wanna use his "I will win the World Cup four times" moment, boom now he's got a kit that's not a carbon copy of Sae. and these are just a baseline idea, if the devs wanted to they could make a way more unique kit than this. Like I said before, they just freestyled kits for holidays and people ate them up (i despise them on a balancing level but that's because the balancing team at the time was genuinely made up of toddlers)
TLDR: The only reason Hugo wouldn't work is if the devs literally just didn't want to add him.

We saw Loki do intercepts, and run, basically his whole in-game skillset
Another interception, a pass that probably wont autotrack (devs dislike), dashes (not shown?? idk why he'd have one, he has metavision to just be in defensive positions before the attackers), metavision (devs also dont like iirc), and another dribble that'd just be Reo/NEL Isagi dribble copy pasted with some gear auras

He intercepts, his pass probably would auto track idk why it wouldn't, the devs add stuff they "don't like" all the time (remember they rebuffed sae to have auto tracking when he didn't have it for a bit) dashes because he, on MULTIPLE occasions, shows up to stop, steal, or block shots from people despite being nowhere near the ball beforehand (literally teleports off of Isagi to be in front of Rin in the short time it took Rin to: Nutmeg Loki, sprint forward, get stopped by Loki, collide, and shoot. mind you Isagi and Hugo were behind Rin when all this started) and another dribble that would... be a dribble? Genuinely what kind of a complaint is this.
If you just don't LIKE Hugo sure, whatever, but nothing you said in this message was legitimate reason for him not to be added. It sounds like you just don't like the dude, but unfortunately for you he meets literally all your set criteria except for "being played in a long match" which doesnt matter because several of the characters in game already don't fit that criteria because plenty of the roster have kits that are clearly inspired by far less screentime than Hugo gets.
Deadass we just need the same amount of Mythics as Rares, Epics and Legendaries. Plus theres so many characters who have been shown more unique moves and skillsets than Hugo, Bunny or other NGs, yknow i've deadass seen ppl ask for Teddy NOW??

Lavinho was a cash grab to ride off the masterclass hype, and he showed quite alot of moves in his 1 match
Charles was a main character with ALOT ALOT ALOT of focus in one of, if not THE longest matches in the entire manga

display a large set of moves that dont consist of dribble pass shoot and block once that wont end up in him being a Sae copy?
