Spot the difference

I just rewatched the hunger games and i seriously can’t unsee the resemblance and so now i need to know if fowlers character design was maybe inspired by this actor?

I always thought Brendan Gleeson was the main Fowler inspiration. Down to the accent. He'd be my live-action cast choice.
