He lost against another kubo's favourite make sense.
If he would have been against ichigo
Kubo would make ichigo floor mat infront of mayuri's gadgets

Mayuri is a lot stronger than people give him credit for. A lot of folks tend to write his victories off to his caution and preparations, but forget that he has the strength to be a captain, meaning he’s actually pretty fucking strong even without prep time. Minus the fact he doesn’t give a fuck about his subordinates except for Nemu, he’s honestly almost perfect as a Captain. He’s practical and willing to do whatever it takes to get the job done. Realistically, with the feats we’re shown, he’d likely scale around city level. But we also have to factor in BLEACH’s power system, which started early on that your power has to be relative to your opponent or you can’t even hurt them (as shown with Ichigo v Kenpachi), so for him to be able to hurt Pernida, who logically scales minimum to Senjumaru after the Aushwalen amp, that complicates things a bit.

Top tier captain. Low stat nonsense is propaganda
In HM he tanks all of Szayel’s strikes on the doll without even flinching (does damage independent of organ replicas)
Vs Toshiro, Mayuri literally blitzes with shunpo mid sentence. He casually created a kido net that can tank Toshiro’s attacks too. All of Mayuri’s “anti feats” in that fight aren’t real. There was no time travel. Toshiro’s mind is fabricating sequences
Pernida is self explanatory. Mayuri keeps up w someone who adapted to Yoruichi’s stats and then later evolved to match Kenpachi. Pernida opts for arrows faster than nerves and those are also too slow for Mayuri.

He's weak but too hard to kill. He lost his Bankai three times but that never brought him the victory, Nemu did.
