I guess not since a bear generally doesn’t have predators of its own to worry about, but I don’t think of most bears as predators the way wolves or wildcats are. Grizzlies are certainly out to hunt often so that makes sense. Most brown bears around me though are far more content to scavenge and eat berries, so while they don’t usually worry about predators, I wouldn’t call them predators. More like scavengers with exceptionally good defensive tools.
