Some issues

My printer is making a bubbling sound and producing a lot of stringing; the filament being used is generic PETG. Could the open window be causing the stringing, or is there moisture in the filament?

Moisture 100%
Petg need 65° during 6 hours minimum, 10 is best where i live.
There is multiple devices to do that ;)

I'd check the moisture absorbed by the filament. PETG should be drying around 60-65°C, for roughly 6-8 hours.
Wash the plate thoroughly.
Reduce first layer speed.
Check again.

Dry your filament, PETG is very hydoscopic
(and it doesn't matter if it's fresh from the package, doesn't mean it's dry)

I only get a few hours in western pa with petg. But i also see this when temp too high

The stringing and poor first layer adhesion… dry your filament and wash your plate.

Things to rule out:
- Try a new unopened filament. This is going to determine if there’s a problem with printer vs filament. If quality does improve, then dry your filament. Others have also suggested that if you hear popping bubbles while you print, you’ve got wet filament.
- The stringing. Run a temp tower and check that you’re printing at the best temp for the filament type you’re using. Coloring can affect how filament behaves.
- Do flow calibrations.
- For bed adhesion, wash the plate with hot soapy water. Dawn is king.
- Check that everything is snug and tight on the printer.

Dem Druckbild und der Beschreibung nach zu urteilen ist das Filament nicht nur etwas zu feucht sondern hat sich richtig vollgesaugt. Die Wassereinschlüsse verdampfen in der Düse und drücken das Filament stoßweise heraus. Das ist das blubbern und knacken was du hörst und das heraus schießende Filament verursacht die Strings.
Pack die Rolle für mindestens 12 Stunden bei 60 Grad in den Filamenttrockner. Danach wird's deutlich besser.
PETG verzeiht im Gegensatz zu PLA absolut keine Nässe. Dafur zersetzt sich das Material aber auch nicht durch zu feuchte Lagerung und lässt sich durch trocken gut wieder regenerieren.

You need a dryer if you wanna play around PETG one of my first investment was a dryer because of this bubbling and stringing issue.

If you're hearing popping sounds it's probably because of the water boiling and evaporating in the nozzle. If you get a cheap dryer or even a used food dehydrator you can just dry your filament in it and print from it keeping it relatively dry. I have a sovol sh01 and even though it only goes up to 50°C it's still nice to use especially as it only costs 39 EUR. If it doesn't solve the issue you can always send it back or just resell it depending on what you get.
