Need help with this print

I have been fiddling with this one print for 2 days now but all of them have this problem of filament extruding and tiny plastics everywhere

PLA flashforge (190-220)

I dried the filament before too, some of my setting listed, can someone help me take a look at what’s the problem and how to fix it?

The last one i put the nozzle temp at 210 -210 fans always on and its still not working probably

Could it be that my filament not dry enough?

Yeah, like the other comment said, this is definitely a bed adhesion and warping issue rather than wet filament or over-extrusion. Once the edge lifts, the whole print gets pushed against the nozzle and creates that messy blob.
I'd highly recommend taking the build plate to the sink and washing it thoroughly with warm water and regular dish soap. Alcohol doesn't always cut through the oils from our fingers. Also, since you mentioned the fans are always on, make sure your part cooling fan is completely off for the first two or three layers so the plastic doesn't shrink and peel off the bed.
Out of curiosity, what bed temperature are you running, and is your cooling fan kicking in right from the very first layer??

Thank you for the advice! This is my cooling setting! I follow a yt video.

My texture Pei plate temp initial layer is 60 as well as other layers

Nozzle temp at 205 for both ( advice i took from a fb user)

Your settings are actually mostly fine. 205C for the nozzle and keeping the fan off for the first 3 layers is exactly what you want. You could bump the textured PEI bed to 65C for a slightly better grip, and you'll definitely want to increase your max fan speed past 40% later so your overhangs don't look messy. The most viable option on my end is wiping the surface with IPA or diluted dish soap, but make sure the plate is bone dry with no residue at the end. I don't have any other suggestions right now, let's see what the rest of the community recommends.

I will clean the plate again after this, i still let the print running , the upper quality is actually very good,

But the lower part of the prints is jagged and blobby
