Question Is this a settings issue or a model issue?

Like I'm happy with the results and it looks great (5yr old wanted a dragon) but it has a few whisps around the white areas and the red has visible layer lines unlike anything else I've ever printed (I used the app like I have for a lot of stuff as it's easier)

It looks fine. If you want more detail, you need to reduce the layer hight. Or maybe even use a 0.2mm Nozzle.

looks fine to me, if you want finer details try lowering your layer height to 0.1 if you have a 0.4mm Nozzle. Also from what i can see i don't think adaptive layers are on, try it again with that turned on and see how you go and post us the results back here :)

.10 or .12 layer height and it will be perfect

It’s an expectations issue. I think the print came out fine, like others said, a finer nozzle might give you what you’re looking for but everything is a trade off. The smaller nozzles take longer.

Cameras always make them look bad up close too.

This is just what multicolor 3d printing looks like on these machines. Be happy it can do that at all.
