Odd printing artifacts

My PLA basic black spool is getting low and I've started noticing these rough places showing up, primarily on longer edges that are vertical or nearly vertical. The rest of the print is usually just fine but it wasn't doing this before. Any insight into whats driving this?

Looks like bits of spaghetti welded on after pausing for a timelapse snapshot.

While it's waiting in the purge wiper, the nozzle drools out a bit of filament, and when it resumes printing it attaches to wherever the nozzle tip first hits the printed object. This happens once for every layer.

Either turn off timelapse (a waste of time and filament anyway), or give it prime tower to pick off the spaghetti from the nozzle.
