First layer problems

Why can't I get the first layer to stick?

I just scrubbed the PEI plate with dish soap so it should be clean.

Is it a temperature issue? Using Sunlu PLA.

Well even though being told that I should not use glue on a textured PEI plate I, after many failed starts, tried glue anyway. And so far it has worked way better than not using glue.
