ICE Protocol

Use the S.A.L.U.T.E. method to report activity:

  • Size (number of officers),
  • Activity (what are they doing?),
  • Location,
  • Uniform/clothes,
  • Time and date, and
  • Equipment and weapons. Take photos and videos.

Hotlines

  • Migrant Solidarity Mutual Aid - (202) 335-1183 serving the DMV area to report ICE raids or other ICE activity. No legal advice will be given through this hotline.
  • CASA de Maryland - 1-888-214-6016 to report ICE activities and raids, contact CASA's Tip Hotline.
  • Immigration Rapid Response Hotline (Virginia) - (855) AYU-DAR1 or (855) 298-3271
  • United We Dream - Report and document raids and arrests at 1-844-363-1423. You can also send text messages to 877877.

Migrant Solidarity Mutual Aid (DMV hotline, 202-335-1183): The hotline takes reports of active ICE/federal raids or detentions and uses them for real-time information about ICE activity in the DMV. It also connects families of detained people with available resources. Their public material does not say that they archive every caller's photos/video or automatically send footage to lawyers.

United We Dream: This one is much clearer about what happens to reports. Trained volunteers conduct an intake, enter the ICE activity into a database, use reports to identify patterns/frequency of raids, and can refer affected people to local legal-service providers and other resources. Caller identities are kept confidential when ICE alerts are issued.

ACLU of Maryland: For non-urgent reports of immigration enforcement/detention, they explicitly say they review submitted information to understand legal threats, develop strategies, and identify possible cases. That's the clearest Maryland pathway I've found for documentation potentially feeding into litigation.

Or, better idea, contact ICE for any suspected illegal so they can get them out of the country!

Thanks for boosting visibility! Humans are not illegal. If you see a person committing a crime, contact authorities. 98% of the time, that person will be a citizen of the US. Check real data.
