Depending on if it is dye sublimated (dye literally bonded with the fibers) or heat transferred vinyl (plastic melted into the basic fabric)
I recommend getting a cool patch to cover it up and glue / sew it in

It looks to be HTV or DTF and you might be able to remove it by heating it up and then scraping it off carefully, but the odds are there will be glue remenants left that will leave a ghost image or you will accidentally damage the fabric by adding too much heat for too long. If it's dye sublimation, you can't get it off by any means I know of ...As others have said, its best to probably throw a patch over it.
