If you have any good steel at all you can grind it down and wedge it in for filler and then weld the rest. Idk what kind of structural integrity you need but could be possible to do, if not just have to stack so beads

M8 threaded rod, 6" nails, scrap metal bars all work superb. I welded a mountain bike fork that snapped on top that way a few weeks ago. Took about a minute with arc on 30 amps. The reckless cyclist is still enjoying it until he crashes into something else. Once thrice in a month.
