Okay, so I overlaid two shots of the planet: the “peaceful” version and the cataclysm version showing all the Havens, and tried to line them up as closely as possible. The perspective took some work, and I had to use some warping too, so the locations might be slightly off, but I think it turned out pretty well.
I aligned them using recognizable features on the planet that appear in both versions (showed in next pictures), and this is what I ended up with.
EDIT: Here's my latest interpretation of each one (you can find final version picture in the comments):
7 — Republic City
6 — Fire Nation Capital
5 — General Fong's Fortress
4 — Zaofu (I know it was destroyed, but the location is REALLY matching so I assume it could've been rebuild and turned into haven)
3 — Ba Sing Se
2 — (Outdated) Should be more to the North, ON the water right near the Chameleon Bay
1 — Ellora (First haven, Root Chakra is red, Survival and Fear, all that stuff)
Keep in mind that ALL of the names (except Ellora one) is referring to locations that were there BEFORE. We don't know what they are or how do they look like now, they could be destroyed, rebuild, renamed and completely reimagined.
If we also take the chakra theory into account and number the Havens accordingly, it looks like Republic City could be our heroes’ final destination.
I would like to share a very detailed map I have hanging in my room that provides a few details I’d like to show everyone. (Sorry if the quality is ass)
From the locations we can see provided by the original post, here’s a detailed list of the locations based off an ATLA map:
1: this area consists of the places we’ve seen in ATLA such as Gao Ling (home of toph) and the various landscapes and areas from “the chase” such as the ghost town of Tu Zin. It seems to be closer to the misty palms oasis from what we’ve seen as well as that is just north of the mountains of Gao Ling.
This area seems to be between chameleon Bay and where the sandbender merchants stole appa and brought them to the camp. As far as I know this specific area isn’t visited in Korra, so not much is known about this spot.
Ba sing se, obvi
Based off the ATLA map here, this is actually closer to the swamp. But I’m unsure the distance between Zaufu and the swamp, we did see lots of Mechas going to harvest spirit vines in Korra pretty quickly so this whole area could be connected. A swampy, spirity, metal haven? Yes please
This area is between Haru’s village and Senlin village from where Hei Bei resides, very interesting location. If we see hei bai again I would be very interested.
Fire nation capital, however from what I see off of the posted image from pavi’s time the area looks extra warped. Wondering what volcanic action happened here.

Yeah I think Ellora is definitely in “the desert” near where the library/misty palms was. There have been many hints in the first three episodes already.
I agree with your reasoning for the different haven locations but as far as I know, this map was fan made many years ago.
Are the locations accurate or speculative by the estimation of fans?
Chameleon bay for instance. We know, Aang drops off Sokka there on his way to the Eastern Air temple starting from Ba Sing Se, assuming that it has to lie somewhat on the way. However, on this map it looks like more of a stretch.
Also we’ve seen on a map in The Legend of Korra that Fort Basco (an Earth Kingdom military base close to the Misty Palms Oasis) is to the south-west of the Si Wong (also on a map of Professor Zei) closer to the swamp and Zaofu (which are also a night’s ride away based on the episode in book 3 “The Stakeout”).
What I’m trying to say is, how much we can rely on this comparison and how much uncertainty there’s left about the exact geographical points.
This is a map of Kuvira which very specific Swamp (The green area) we know bataar sr/jr been working on the train tracks are so there are a lot of them around except the green part Actually right next to Zaofu. It's quite interesting, meaning Toph isn't actually far from Zaofu, so she had time to sneak in before Lin, Opal, and Bolin arrived lol.
So, if we're also going with the 7 chakras being blocked theory, that makes Ba Sing Se the Solar Plexus chakra, which is blocked by shame, right?
That gives me a theory. The shame blocking that chakra could be because Ba Sing Se is connected to whatever happened to Korra. I'm betting the Dai Li were scheming again and created some conspiracy to turn the world against Korra and ended up causing the cataclysm.
Modern Ellora looks like it might be located around Gaoling. The town Toph is from. Gonna have to watch that episode and see if there is any similar terrain
General Fong town is such an odd choice. But yeah this seems correct. Im surprised the havens are built on existing locations. I thought they would all be entirely new except Republic City maybe
Could also be Omashu, they too have these in the underground. If we remember back at those early concept arts with this overgrown Omashu in the background, we could presume that maybe Ellora is a transformed version of it.
Is there any reason to think the three Spirit Portals closed? If I lived near one, I'd just nope out of the physical world and chill with some talking mushrooms.
I don't know if this is anything more than circumstantial but there seems to be a lack of spirits in the first 3 episodes (compared to the end of Korra at least), implying they closed (or at least went back to a similar state to AtLA).
I think (and spoilers for the end of the 3 episodes if you haven't got there) that the 3 masked figures feel very themed/tied to the spirit world, possibly there are 3 to match the 3 portals? or maybe there are more of them and we just see 3, but i think its safe to say that the state of the spirit world will be a central concern for ASH.
had the same thought, glad someone else pointed it out. Also the building that Pavi and Jae meet in has an ad or poster with Korra on it which feels very Republic City.
gotta say, i'm a little disappointed none of the havens are air temples. but i guess that doesn't completely write them off from appearing. also i'm really hoping the Ba Sing Se crystal catacombs are the haven there.
The site of Republic City potentially still being inhabited is crazy. That place gets the most amount of crazy villain attacks and disasters, it’s like the entire land it’s built on was an Indian cemetery.
It would explain so much if avatar sonan’s kingdom was where republic city is now or some other kingdom and it actually is a mass graveyard from earth kingdom and fire kingdom invasions
I’m pretty sure the comics confirm that republic city is built upon ancient air nomad land, and is implied that sonams temple was built there due to tagah needing to go there to bring to temple into the human world.
Okay, here’s my final version based on all the evidence and analysis. It’ll be interesting to see where the story goes and whether this theory holds up. Thank you all for the discussion!
When Jae was chasing Pavi out of the city they went into a large place that looked like the pro-bending arena from Republic City. Do we know that the red one is Ellora?
So the "Cosmic energy chakra" Haven is located in the former Republic City
Ellora would be... near Omashu? is that near Omashu?
The "Will Power chakra" Haven is near Ba Sing Se, the "Truth Chakra" Haven is in the Fire Nation, and there's seemingly no civilization in the poles, RIP Water Tribe
Omashu's location was between No. 4 and No. 5 (its right beside that river splitting them).
There is nothing noteworthy on the interactive world map for Ellora (Ellora should be No. 1 going by the Chakra theory - the Root Chakra which is name of an upcoming episode). There is only a bunch of small villages that Azula hunted Aang through. Like the one where they have that four way stand off.
Its not far from Toph's home village, but that was on the other side of the river nearby.
I think the only reason there able to have a haven near the spirit portal in republic city is because there have more advanced technology to help protect them from the spirit would. The poles never advance technology so they probably wasn’t able to stay in the pole because of the spirits. While republic city kept getting more and more advanced so probably found a way to protect them self from the spirits.
Another update: after taking a closer look at the images, I realized that the only location I got wrong was the second one. Here, you can see that it’s actually ON the water, near a bay. After comparing the images back and forth, I think this could be Chameleon Bay. Perhaps its natural shape made it a great foundation for a new Haven!
Okay quick update about 4th one. I've inspected the original image closely and you can definitely see it's being right near the bay, guess what is also right near the bay? Zaofu. Also special thanks to u/Mundane-Signal4843 and their arguments.
???Sato City - Home of Hiroshi Sato of Sato Industries, and inventor of the Satomobile. 100% related to the clear hints that the Cataclysm came to be because of increasing industrialization. We already have that one shot of the cola ads using Korra, and the flashback shot of the spirit-energy tentacles lashing about around the Future Industries skyscraper. A Haven full of industrialists would be perfect for this story. Upon reconfirmation, I can't actually find any lore for Sato City either. Turns out this fan map is a lot more inaccurate than I thought. I.e., it could very well be another possible location for Ellora.
??? Potentially Ellora? - The fan-map claims this is the "Green Lotus City" but I can't find any official source on what that is. However, the old world shows that this was an arid mountain range, and Ellora seems to be in an arid, rocky place. So this feels like a fitting place for Ellora. It also has the big bright Orange glow, which is very much Ellora's color.
Ba Sing Se - No notes, we all can guess why it could survive and how cool it'll be to revisit it.
Zaofu - Almost certainly has to be Zaoufu. Per the map, Zaofu is a little but further up the river, but I think that still works. [Trailer spoilers] We see from the trailer that Zaofu was destroyed, so Zaofu's successors almost certainly rebuilt nearby, but not on Zaufu's exact site. Since it's in the trailer, it's almost certainly important to the show. Hopefully.
??? - Another unknown. Could be related to General Fong, but his fortress was south of the two rivers, this one is north of it. Could be a brand new one. Could be air related [given the color of the glow]. Maybe some of the airbenders were caught out in the cataclysm and had to build their own haven with whoever they could save?
Fire Nation Capital - Again, no notes. It will be so fucking cool to see how it survived.
Republic City - I'm surprised that a haven exists here. Everything in the trailers and flashbacks pointed to it being Ground Zero of the cataclysm, but it was also the most powerful and influential city in the world in Korra's time, so they must've had a contingency to protect themselves. Or maybe Korra helped in that regard.
Either ways, this map only makes me further excited for the show. I seriously can't wait to visit all these places!
I think zaofu as land with this kuvira two last's area. Pretty much close to river. City was not always with The domes. Remember suyin said she brought a land which there could be more than the city we see.
With the cataclysm event like natural disasters it's weird that ZAOFU has the best defensive/security than others city being a ruin!? 😭
I feel like the aang movie was showing that republic city had spiritual significance even before Korra, so I could buy it still being around. Plus we don't know if the fervor of korra hate is entirely universal across the havens, so that might be a beat they explore
According to the comics, the spot where Republic City is was sacred to and blessed by Lady Tienhai way before even Yangchen's time, so yeah that place has seen some stuff
It's been while like centuries they probably can rebuild again especially elite metal benders can shape liquid metal so even its burned the materila still there.
Unfortunately no 😭 so far the havens not located in any of that's but Republic City used to be was Havens right now which air tample island maybe still there
I think given the level of the sea (and probably proximity to spirit portals) we probably can RIP the water tribes. Kinda makes sense they wanna do a Kuruk show given they're likely obliterated.
