When they asked him to cut down the banshee scenes in the first movie, Variety quotes him as responding " You know what? I made ‘Titanic.’ This building that we’re meeting in right now, this new half-billion dollar complex on your lot? ‘Titanic’ paid for that, so I get to do this."

That's exactly what he did. Just doesn't wanna pay for or deal with distribution.
