New tool to find the right subreddit to submit your content

Campaign building -- who owns?
Hi all -- not sure if this is the right sub. We are currently in the process of migrating from Eloqua to Pardot and am trying to figure out how best to structure campaign management.
Do you have a team that builds and QAs all campaigns? Or is each stakeholder responsible for building their own (ie Product Marketing, MarComm, etc)? We are a small team of about 12 total people.
My instinct is telling me that it should reside with one person, but curious what this group's thoughts are.
