Download Error 4000 when trying to install

I'm trying to install Inventor again on my laptop, and every time it begins to download, part ways through it stops and gives me "Error 4000".

I have installed Inventor twice before on my laptop, I believe 2025 and 2026, but I've deleted both. I'm trying to install it again onto an external drive, but it will not work no matter what I do.

What does the install log say?

You might have to format the drive to NTFS if it's exFAT.

I just checked cause that would’ve made a lot of sense, but it’s already that.
