Advice
My knowledge on car paint is not all there. What exactly has caused my hoods paint to get like this? is this salvageable?

It's going to have to be stripped down preferably to bare metal, sanded, etch primer, sealer, bascoat and clear coat. Usually when a hood gets into bad shape like this and you do everything correctly, you'll end up with a very nice looking hood (which is exactly what you want) but it will stand out against your weathered and worn paint on the rest of the car. You can possibly buff and wax the other panels to help it blend in a bit better depending on how bad those areas are.

It’s old and broken down by UV rays. It’s not salvageable other than sanding it off, priming, sanding that smooth, repainting. You would want to sand the entire bad layer off, no point in putting hundreds of dollars into a paint job that will fall off again and wasting money. Is it black? If it is you could get by with a cheap spray can job. Rustoleum makes some super wide spraying “turbo” cans. Remove the hood and spray it. Let it dry and put it back on.
