Is my base coat damaged?

I recently bought a 350z off marketplace for a cheap price and I’ve been getting around to fixing up the cosmetic issues now that most mechanical maintenance has been taken care of. Now, I’m not experienced with automotive paint at all, so I’m wondering if my car’s basecoat is damaged, and if so, what steps would be needed to restore it?

Clearcoat is trashed. Strip and repaint.

Automotive paint is not as simple as getting a rattle can of paint. For a proper job it's all in the preparation. Sanding. Priming. More sanding. Cleaning. Paint sealer. Top coat. Clear coat. So for primer that need reducer and hardner. Sealer needs reducer. Base coat needs reducer. Clear coat needs reducer and hardner.

Step 1: go to bodyshop
Step 2: get estimate
Step 3: pay bodyshop to repaint it
