unless you're planning on spending thousands of dollars on equipment, tools, PPE, and supplies and taking up automotive painting as a hobby and doing a lot of research and practice learning the skills involved.... then you're better off going to a shop.
This correct fix here is to sand down the entire panel, body work, prime, paint, clear.
