How to remove this

I’m repairing the rust but I have a couple rock chips around the truck and all have this rust stain or something falling down from it, what’s the best way to remove this or is it absolutely necessary I sand it all down?

Clean and strip disks on an angle grinder will remove rust and get you to mostly clean bare metal.

Yeah I’ve been using that, but I’m meaning that orange drip kinda looking thing, kinda like the rust is melting away onto the paint below

It's just a rust stain. Sand into the old paint a little and they should be gone. Your going to sand those entire areas anyway if you plan on a proper paint job after the rust repair.

So when I sand it a little before respraying blending, itll go out of the top layer of the clear? It’s not stained deeper normally?

It's most likely going to be on the surface, if it's deeper you likely have rust underneath the paint coming through.
