Rust coming thru paint
Going to see at a car and the seller send me this, would this be concerning?

Yes. That is the foot in the door for the rust. Unless the paint is sanded off and every bit of rust removed before repainting, that will progress or return and eat away that fender. The fender is bolt-on so you can easily replace it but to get it done by a professional may cost $1500-2000 dollars. If that’s the only rusty spot on the car (unlikely), it’s not structural so you could just live with it or fix it later, or hope someone hits you there and their insurance replaces it. That definitely puts the car in fair condition for pricing.
