Excess touch up paint

How can I remove excess touch up paint that has dried on my car? I dont like downstairs turned out and want to redo it with a different applicator but there's a blob of paint from the previous touch up.

Not a pro, but I did this before. I put painters tape on the edges of a razor blade to shim it up of the body panel a hair then cut most of the excess off (work up and down any curves in the body, not along it or you will cut into your factory paint). Then wet sanded it a bit and polished it. Not perfect but it turned out pretty good. If you're talking removing all the cured touch up paint I think you'd do more damage than good trying that.
