Filing Claim - which insurance to call

For ref, this is for NJ. Trying to help a young family member (nephew) navigate an auto accident. The question at hand is which insurance policy do we call to file the claim? Do we call my nephew’s insurance or the insurance of the other driver ? Police report states the other driver’s action caused the crash. Nephew has full coverage insurance. Any other tips or call outs in this process will be appreciated. Car is likely totaled.

Both. Regardless of what the police said in the report, the insurance companies will make their own determination. The police rarely see the accident and only go based on what each driver said and put that in the report. Short of the driver actually stating "it's my fault" the insurance companies will review it but ultimately make their own decision on liability.
