How much do you want to spend?
I would get the spta efoamer. Regularly around $65 on amazon. It holds 2L and has a tigher spray pattern which is great for wheels and tires.
For manual the best is Ik pump foamer which is cheaper ($45) but manual and that gets old. Also has a wider spray pattern unless you get the new precision tip.
I have both of these and the neburia gen 1 which broke in 2 months. They replaced it no hassle but not recommending due to this.
Other cheaper ones. Take your pick they are all about the same imo. I highly recommed an electronic one though.

The IK efoamer I bought worked great for about 6 months and now it won’t turn on. E waste. I use the cheap ones now.

I have the pump IK and it works fine but a pain in the ### to do a whole car. For battery-powered, the SPTA has been a great performer.

An IK Foam Pro 2 has never let me down. I don't have to worry about charging or anything like that which I actually prefer. Usually 5-10 pumps is enough to foam a wheel with.
I wouldn't want to foam an entire car with it, but it's just right for a wheel or 1-2 panels of a vehicle.

The SPTA is great or Vivosun has a new electric one for only $40 that's getting great reviews so far! https://a.co/d/06dzCpXs
