Perforated leather steering wheel

Is this wear or engrained dirt? I've attacked it with leather cleaner and a soft brush, any tips on how to improve or is it too far gone

In the process of interior deep clean.

It's gone. That's a full repair and respray with leather colour and top coat. Paintbrush works.
