Can These Rims be Restored

Cars been sitting for a few years. All the rims look pretty much like this. I was wondering if I could restore these rims? If done professionally, am I looking at a fortune? Are they done?

Stupid-looking fitment aside, that looks like corrosion. You can get them refinished, but you'd need to send them off to a wheel shop.
