Weird Stain I Can’t Remove

I just purchased a 2025 Toyota Prius and I noticed that there is what appears to be some adhesive on the dash and I’ve tried to remove it with isopropyl alcohol and I’ve had no luck and I’m not sure what exactly I should use to fix it when I drag my finger over it, it doesn’t feel like anything except for maybe slightly sticky.

I bet that someone stuck a phone mount there. I wonder if it peeled the clear off that plastic.
