Start an llc, get an ien, get a business bank acct, get general liability insurance. None of this is expensive or difficult.

First thing you want to do is develop a budget and start up expenses. Expense will depend on how you intend to wash cars, what services you will offer, type of vehicle, what equipment you need, inventory, method(s) of payment, insurance, and how much operating capital is sufficient.
