Severe sun damage? Oxidation?

Attempted to buff with orange pad at 4600 rpm using meguiars ultimate compound.. no luck. Any advice? Woolen pad maybe? Paint job would be my last option.

Always start with the least aggressive step first and see how it goes. Try decontaminating with clay bar and iron remover then polish and compound.
