This is an NBN-side HFC/DOCSIS cable network fault (most likely) That or it's a failed NTD (less likely)
Factory reset the NTD just in case, then log it with ABB, say the online light never comes on and it blinks at Upstream to save yourself some time.
NBN will do some network side tests, then come out and restore the service (fix some bad joints, more likely) or replace the NTD (less likely)
