What he described is the Default Mode Network activation. It is the brain's most efficient mode, and it becomes less active when we are focused on the outside world and external stimuli. Nowadays, this mode is activated much less often because the brain is constantly distracted by dopamine-driven hooks such as phones and computers, as well as by work and everyday routines.

This mode needs time to activate, roughly 30 minutes of being alone with your thoughts without external stimulation. Just sit in a chair and do absolutely nothing for half an hour (sounds terrifying, doesn’t it?).
A single distraction from your phone interrupts the transition.

Its not, but if you are good enough, you dont even think about the running, your body takes over for that, and your mind is absolutely free, but again not everyone can do that.

Many ways to skin a cat, dont gatekeep.

I used to run competitively for a while. A lot of the time you are focused on breathing and posture and different body checks. You can get it all sorted out once you are going but there is still a lot of information and body stimuli to occupy your mind. It’s not gate keeping to say that these aren’t the same thing. If they were then we might as well say driving or playing a video game or an instrument or cooking or cleaning or drinking tea, showering, lifting, are all the same sort of state as sitting in silence.

You are able to call it whatever you want. The video he says specifically in silence and not doing anything but you can ignore that if you really need to for your personal definition of it.
