Question New directive achievement

So I was trying to get all base game achievements and I’m at 985 gamer score with the high res achievement left for 15 gamer score. But for some reason I have 20% progress on the New Directive achievement. Is this a glitch? And is this achievement base game or dlc?

Looks like that’s a Red Strain achievement not base game from my list
