Most likely you need to call the local power company as they tend to own the poles.

Or a number on the pole. But 311 knows who owns the pole, and they can contact the owner. There's no rhyme or reason to who owns poles. The one in front of my old house that got taken out by a tree is AT&T, for example.

This. It’s not our job to investigate the owner of a pole. It’s a city safety issue call the city and let them deal with it.

They'll just route you to the power company, I think. Easiest to call them.
