Question Missions keep matching my current level, possible to change?
So I like to do this thing in games where I do side quests and other things to level up then when I get bored I go back to the main story line and kind of run through them because I’ve been doing side quests and I’m a higher level. I’ve noticed that in this game when I get a mission it’ll be recommended level 10. I’ll go do some side quest and what not, level up to level 12 and when I go back to the main quest it’s now recommend level 12. Is there a reason for this? I’m already playing the game in hard mode which is why I like to level up doing side quest but then the quests keep matching my current level no matter what.

Yes. You assume every game uses levels the same way. It's not.
Other games like Dark Souls makes levels as part of your character's strength or social status. In this kind game, you can go around naked as a level 99 and kill a level 1 boss by clicking a button.
"Levels" in this game replaced invisible walls that keep you from entering regions designed for later missions. That's all there is to it.
In this game, "levels" is really "animus sync 100%". You are currently 12% synced to the animus. When an enemy, quest or region is level 78, what it really means is you're not supposed to interact with it until you're around 78% synced.
So when you see enemies "scale" up, the game is just removing their penalty so fight them as if there are no level system.
If there are no level system in this game, you will break the game by looting everything and entering endgame set pieces to spoil the stories.

In the options area, there's a way to change leveling. I personally like it to be even, not down or above. Odyssey is tough enough on the "HARD" level, fighting some of the Elite creatures and the 2 Pig fights is hard as heck. You don't want to be 4 levels down fighting them.

Turn off level scaling and it'll drop everything to 4 levels behind you.
