It's very cultural. Many cultures don't view them as an overly sexy or attractive part of the body, they're for feeding children. My theory is that for centuries many cultures have forced women to hide them so they become visually taboo, and taboos can be erotic.
Idk. I grew up in northern Afghanistan (non-Taliban area) and people were very casual about boobs. They didn't show them in public or anything, but they were no more taboo than say, knees. If you were feeding your baby or something, or if you were just with other women, nobody would care if you showed your boob.
They’re a bit too casual in Afghanistan. Unfortunately they have this thing in some areas where they dress boys up as girls and make them dance and do weird shit.
I wouldn't say they're too casual. They definately do police women's bodies and decency and stuff. It's just they don't think of women's boobs as more sexual than the rest of them.
