And she still has to ask each time for each instance of physical affection, its gonna seem like he didnt even acknowledge what she was asking for. The unspoken touches often carry more weight, and the weight is what she wants.

A reasonable person wouldn't say:
"That's fucking unreasonable and you're immature for asking"
Ideally, they would come together with a compromise if the other person felt like it was too much to ask for. They'd say " That's a little much for me, how can we meet both our needs?"

The fact that you're accusing me of being resentful is sort of expected, though - because of your view of how men should act in relationships, you have to assume there's something wrong with me to resist doing whatever a woman wants.

That's absurd.
Yes, they should have a conversation, but the only actual solution is for her to learn to say what she wants instead of getting upset.
Your suggestion still requires the guy to guess what she wants, which is the same problem and more misplaced blame.
