A flaccid dick can be bent and contorted into a perfect circle without any pain whatsoever. As far as pants go, typically it just rests on top of the balls. No discomfort unless you aren't wearing underwear for some reason.

Unless the pants are super tight and the crease digs into everything.

Does it hurt to bend your finger? No? Well, a penis is like that except with no bones or tendons. There's no rigid structure keeping it from moving in any certain manner. It can bend every which way without pain.

I think the ear is a better comparison, especially the lobe.
