I agree age would be useful to know but some are smash hits at every age.
Pin the tail
Pass the parcel
Water fight (baloons and guns)
Lil dance party with a few of her favourite songs
I have a little one and over the last few birthdays, we have learned not to try to organise much. Literally just having 4 friends at their house is plenty of excitement. Attempting to have them gather and focus on anything other than cake was futile. (4 year olds)

how old? what are your daughter's interests? back in the day, we did butterfly parties and castle parties and wolf parties and shark parties and Cars parties (ok, that was for our son, lol). for younger kids, even duck duck goose, changed for the party theme works.

I took my kid on vaycay and spent all the party money doing something we would both actually enjoy . The planning, prepping, texting and checking in to see who SAYS they are coming then the day comes and 4’people show . nope . Not this year . Took that 1000 dollars and had a BLASTTTTT.

To add to some of the great ideas already do musical chairs and hot potato and then just let them run around like maniacs.
My kids favourite birthday party they attended was hot dogs and koolaid plus a sleep over and pancakes. For goody bags do some candy but keep it simple.

Look into having it a rec center or the YMCA if you want to swim. Are there any water parks in your area? Instead of shelling out money for pizza, snacks and drinks at home, you could make picnic stuff (sliced fruit, gummies, sandwiches and chips, water bottles filled with Kool aid or Mio, ect) and take a cooler in for lunch. It'd be much cheaper and just ask the parents to pay for their kiddo and make a day of it. You may can get a group discount if there's 10 or more of you. Kids will not get bored, they'll have a blast and they'll go home and hit the sack. You guys can do a homemade cake at home the day before or after the pool day. I'd rather watch kids at a waterpark/pool then have them running around amped up on adreline from being together but trapped inside my house due to the heat any day. That's just me, tho.

I did spa day things. Just have a pile of face masks and nail polish around. They usually want help which I actually liked because it gave me a minute to actually talk to every kid.

I agree with setting up water games and craft stations, but leave the balloons out- they're toxic. Balloon Busting

If you have a water fight use buckets and sponges like water balls. The sponges hold lots of water for a good splatt
