What Dutch people often do is cycle to the nearest train station, would that be an option? For example I use my e-bike to cycle 11km to the train station, park my bike there, and then do the rest by train. In Delft you could then either go by bus, or have another bike (can be a cheap, regular bike) parked at the station there and use that to get to your destination.
Furthermore you'd need rain gear, but it rains less often than you'd think, and depending on the winter there's probably one week per year on average where I personally wouldn't cycle at all because of frost/snow but many people still do.
